We can help Local Authority Officers, Locally Elected Members and the Police to understand and work with the Licensing Act 2003, the Gambling Act 2005 and other statutorily imposed responsibilities.
Licensing; Its what we do!

Introduction

Local Authority officers and Elected Members have an onerous task to implement, supervise and arbitrate on many legislative issues. We can offer training on the key issues of law and procedures in the complex areas of licensing and gambling. We also offer courses covering all aspects of:

  • Taxi and Private Hire licensing
  • Charities Acts
  • Adult Establishments and Adult Cinemas
  • Animal Welfare, Pet Shops and Boarding Kennels
  • Riding Establishments
  • Tattooists, Ear Piercing, Acupuncture
  • Massage and Special Treatments
  • Street Trading

Other courses can be arranged to meet the requirements of Local Authority Regulations and Bye-laws.

''Powers for Police and Local Authorities to tackle Anti-Social Behaviour.''

This specialist course is designed for Police and Local Authority Licensing and Environmental Health Officers to give them an understanding of their powers under the following Acts:

  • Licensing Act 2003
  • Anti-Social Behaviour Act 2003
  • Noise Act 1996
  • Environmental Protection Act 1990
  • The Violent Crime Reduction Act 2006
  • Crime and Disorder Act 1998
  • Criminal Justice and Police Act 2001
  • Local Government Act 1972

The course will look at the powers available to those Officers to close licensed premises or gather evidence to enable reviews of premises licences, where offences/problems have occurred. The problem of anti-social behaviour through noise pollution is also addressed.

This course is designed for inter-action between the Officers to share their experiences and develop a closer working relationship.

Potential Pitfalls

It is essential that Local Elected Members who serve on Licensing Committees receive professional training in their Roles and Responsibilities, when officiating at Licensing Hearings. Lack of training could result in wrong decisions or mis-interpretations of the Acts, which could result in costly appeals or applications for Judicial Review.

PRACTICAL COMMITTEE TRAINING

Realistic scenario/role play exercises can be facilitated to incorporate officers from the statutory authorities (police, fire, environmental health etc) in mock committee hearings for any of the above described courses.

We give continuous feedback to Committee Members on their participation within the mock hearing, focusing particularly on their roles and responsibilities.
